Fifteen-minute cities are popping up everywhere, and the World Economic Forum is wildly enthusiastic about them. Last year it was announced that Paris, France, would become a 15-minute city, and now the British city of Oxford is next. However, outraged Brits are fighting back.

The city council has announced that it will divide Oxford into 15-minute neighborhoods or small 15-minute towns billed as “greener, cleaner and safer.” To further seize control of people’s lives, Globalists are pushing the false idea that these “green” cities, which make services accessible to residents within 15 minutes of heir homes, will “save the planet” and help all humanity

Instead, they are nothing more than a way for them to restrict, coerce, fine, punish, surveil, and limit the fundamental right of freedom of movement for residents. For example, residents are not allowed to leave your 15-minute city by car more than the allotted times a year. Otherwise, you will be fined. In addition, the government will track and control your every movement through your smartphones & facial recognition technology

Climate lockdown

The “15-minute city” concept is crucial in the United Nations Agenda 2030 and their Net Zero green agenda. The World Economic Forum is also pushing this new concept. Oxford, which has declared a ‘climate emergency,’ is hoping their 15-minute cities will help achieve the Council’s ‘Net Zero carbon Oxford’ vision by 2040.”

As early as 2024, Oxford plans to impose “climate lockdowns” on residents to help achieve the Council’s ‘Net Zero carbon Oxford’ vision by 2040.” The “15-minute city” concept is also crucial for the United Nations Agenda 2030. And not surprisingly, the World Economic Forum is also pushing the idea.

Oxford will be divided into six zones ‘to save the planet’ from “global warming.” Electronic fences are placed on access roads to ensure residents remain within their own zone.

Residents are allowed to leave their 15-minute city a maximum of 100 times a year, but then they must first register their car, which is tracked throughout the city via smart cameras.

While the initial allotment of escape tickets may seem reasonable to some, once the public accepts that the state has the right to confine you, it is guaranteed that they will add additional restrictions and fewer permits to leave your zone. This was established very clearly and quickly in many Western nations in the past few years under the rubric of Covid restrictions.

Davos Globalist Conference

Corcoran is referring to the Globalist conference next week in the Swiss ski resort of Davos 52 heads of state and government are expected to meet. Nearly 600 company directors have also been invited. Public sessions are held, but it is mainly where the Globalists make their deals behind the scenes in secret backrooms.

While people worldwide are forced to choose between eating dinner or heating their homes, the Elites will fly to Davos in their private planes, stay in posh hotels, eat expensive food and scheme how to confine us to our “15-minute” prisons.

Climate Change Lockdowns disguised as “15 Minute Cities” are being introduced under the UN Agenda 2030 Directive & WEF Great Reset plan

Your Government is pushing ahead with plans to bring 15-minute cities to a location near you. They are a brainchild of the UNs Agenda 2030, and are in effect Climate Change lockdowns.

And once combined with a digital ID, a carbon credit score and a programmable central bank digital currency (CBDC) token, you’ve got the perfect recipe for creating a digital open-air prison

Canterbury’s council bosses have drawn up a radical plan to tackle congestion that will split the city into five zones and ban residents from driving directly between them.

During the Middle Ages, Canterbury, a cathedral city in southeast England, was a pilgrimage site. With cobbled streets and timber-framed houses, ancient Roman walls encircle its medieval centre. It has a population of 43432.

In Canterbury’s ‘Local Plan to 2045’, the council proposes splitting the city into five districts, with drivers unable to cross between districts by private car – even if they live there.

Within the document is the idea of 15-minute neighbourhoods: For example – “Community infrastructure provided as part of upcoming developments should be accessible to new and existing residents – preferably within 15 minutes walking time and always within 15 minutes.” – They say this is about ’living locally’.

Those who break the rules will face fines (possibly the same as Oxford’s £70) enforced by number-plate recognition cameras and won’t be able to make simple journeys around the city. According to Page 14 of the draft Canterbury District Local Plan to 2045 – there will be “Implementation of an ANPR-based sectoring system and modal filters to limit cross-city trips.”

They will instead have to drive out of their ‘neighbourhood’ and onto a new bypass – essentially a much larger outer ring road – before re-entering their chosen zone. Short, direct journeys across the city – like to supermarkets, retail parks or GP surgeries – will be banned to encourage residents to walk, cycle or use public transportation.

In London, surveillance technology is expanding to control our car trips. London’s ULEZ zones will be expanded to cover most, if not all, of the city. This means you will have to pay £12.50 a day for the privilege of getting into your car, no matter how short or long the trip is. There will be a 200 million pound ANPR camera network to fine drivers when they do.

The plans for Canterbury seem to be derived from a plan which was proposed in 2020 labelled “The 15 minute city” and is part of the overall Net Zero 2030 agenda.

Under the plan described by Councillor Val Kenny: “The covid-19 crisis has torn a hole in city budgets decimating urban economies” and thus to build back better they recommended: That “all residents will live in 15 minute cities.”

The decentralisation of services has become known as the 15-minute city. This is where you can do your job, get to school, see your doctor and be entertained all within a 15-minute radius of where you live. Promoting active travel and reducing car use are key to achieving the 15-minute vision.

Also from the 2021 Canterbury Climate Action Partnership document under the section sustainable transport – it states the following: To “Encourage CCC to set up a low emissions zone(s) and tackle air quality hotspots; ensure that all council vehicles are ultra-low emission/electric by 2030;”

This plan is the same as London’s for the establishment of low-emission zones.

They explain what it means: The “15-minute city” concept—which implies having all necessary amenities within a short walk, bike ride, or public transit trip from one’s home—has demonstrated stickiness not just as an idea, but as a powerful tool for action – from Paris to Seoul, from Bogotá to Houston. It was coined in 2016 by Sorbonne professor Carlos Moreno, who won an Obel Award in 2021.”

C40

There are 97 cities in the C40 Cities Climate Leadership Group, which represents one twelfth of the world’s population and one quarter of the world’s economy. The C40 was created in October 2005 when London Mayor Ken Livingstone convened representatives from 18 megacities to reduce climate pollution together. With the help of former US President Bill Clinton, Mayor Livingstone and the Clinton Climate Initiative (CCI) strengthened both organizations in 2006, expanding the network to 40 cities and helping cities deliver projects and project management to reduce emissions.

It was C40 that introduced the 15-minute city concept. It’s a network of mayors from nearly 100 world-leading cities working together to tackle climate change – right now it’s headed by London Mayor Sadiq Khan.

It’s understood that the COVID-19 pandemic played a significant role in accelerating this shift to 15-minute cities and according to Lisa Chamberlain of the World Economic Forum, “the 15-minute city grew from a “nice-to-have” to a rallying cry.”

Global organizations, such as the C40 Cities Climate Leadership Group, took notice too. In July 2020, they published a framework for cities to “build back better”, and the 15-minute city concept was at the heart of it.

And who funds C40.org? It’s a partnership with many companies including the Open Society Foundations, founded in 1993 by George Soros. Other partners include the Wellcome Trust, the Clinton Foundation and the World Bank.

There are some really powerful people and organizations behind the C40 initiative. Michael Bloomberg is the C40 Board president, and Sadiq Khan is the current chair. C40 is also part of the Global Commons Alliance, a public-private partnership with PlanForThePlanet, the World Economic Forum, Rockefeller Foundation, WBCSD, EAT, Club of Rome, WWF, WRI etc.

As usual, ordinary people will pay for the 15-minute city. Particularly urban car owners and families who commute across town to visit relatives or friends.

The plan seems to limit car ownership. If you combine these plans with plans to ban petrol and diesel cars by 2030, it all starts to make sense. It is part of a coercive drive to keep motorists on their toes, posing as a revival of Britain’s green and pleasant land. Homes with cars will have to count how often they use them and there will probably be more surveillance, permits, and penalties coming.

No matter what is happening, it is being done outside of democracy, by climate change companies and climate zealots. This is in the name of saving the planet from net zero destruction.

Of course in order to save the day we have to give up more and more of our privacy and liberties or be fined.

How Smart Cities will lock up humanity inside open air concentration camps

A Smart City is an urban environment with omnipresent surveillance and data harvesting technologies that will monitor and record even the most intimate, personal details of everyone.

The goal is to know everything about everybody: what you eat and drink, where you go, what you buy, who you meet, what you think, how you feel, your opinions, your habits, your health and vaccination status, and so on. Every. Little. Detail. The justification for this all-encompassing surveillance is that it is supposedly essential to “save the planet” from climate change. They also guarantee it will make your life more connected, safer and healthier.

Every aspect of life in a Smart City will be monitored by a wide variety of data harvesting technologies: SMART Lights, SMART Poles, SMART Cars, SMART Neighborhoods, SMART Homes, SMART Appliances, SMART Energy, SMART Transportation and many other SMART technologies. Together they will form an omnipresent surveillance grid, continually collecting all information about every little detail of the life of the people.

In order to make sure that everyone remains within the perimeter of data harvesting, movement in Smart Cities will be limited to 15 - 20 minutes from home. This concept has coined the phrase “15 Minute Cities” and is being promoted as the best idea ever for saving the planet from climate change. Everything you need will be made available within a short distance, so no one ever needs to go beyond that perimeter. For longer distances, a permit will be required.

On top of this, 30% of all wilderness areas will be closed off as an encouragement for people to seek their happiness inside the Smart Cities instead of venturing into the majestic outdoors. Virtual realities are being created as an alternative to spending time in nature. Examples are the MetaVerse and all its alternatives. Again, a "wonderful idea to save the planet": lock the world population up inside Smart Cities, where they "enjoy life" in a virtual realm.

The World Economic Forum wrote an article on Forbes.com that describes the experience of a citizen inside a Smart City, who praises it as heaven on earth: “How come we never thought of this before?” One of the characteristics will be that no one will own anything. Everything will be shared: homes, cars, tools, cars, even clothes.

In the Netherlands, the government recently announced the destruction of 3,000 farms in order to make room for a monstrous Smart City called the TriState City Network, which will house 40 million people from Belgium, Germany and The Netherlands. Their 'logic' for seizing the land and destroying the animals of 3,000 farms is that they "emit too much CO2", which is “destroying the planet”. And yet, replacing green pastures with a monstrous Smart City is good for the environment?! Currently, most of the Netherlands is beautiful countryside with green pastures, windmills, creeks and historic farms. Unique in the world, truly beautiful and full of history.

15-Minute City Insanity Is Only ‘Climate Change’ Lockdown Madness

While the masses continue to happily accept any and every tiny bit of ‘permission’ to have a miniscule amount of ‘freedom,’ all at the whim of the rulers, the drive toward more ‘climate change’ lockdown policy and societal regulation and total control are going forward quickly and without restriction. The candy offered to the herd in the form of temporary lifting of draconian mandates is meant only to satisfy the short-term longing of the proletariat so as to gain future compliance and obedience from the sheep in order for the state to create a true slave society. One of the linchpins of this plot is to concentrate the population into so-called ‘smart’ cities, with 15 minute zones, where no travel outside this time frame is allowed without very restrictive monitoring. This is true insanity sold in the form of convenience, safety, and the bogus claim of protecting the earth.

Preparation, trials, and implementation of these atrocious prison-system cities are fully underway, and are being planned and sold as a public ‘good,’ an atrocious and deceptive lie. As I write this, 15-minute cities are being actively planned in Saudi, Arabia called “The Line,” Dubai, UAE, Oxford, U.K., Australia in Melbourne and Brisbane, in Spain in Barcelona, Buenos Aries, and even in Portland, Oregon in the Fascist U.S. While most have been asleep and basking in ignorance believing that totalitarianism has lessened, the master technocratic plot has never slowed. For those who are feeling left out, worry not, as a 15 minute prison system will soon be in a city or town near you.

Oxfordshire County in the U.K. is moving very fast to set up the first complete 15-minute city scam, and has announced a full “TRIAL” for January 2024. This is simply a climate lockdown trial meant to prepare the citizenry for continuous lockdowns, or more accurately, a minor existence in incarceration centers. Keep in mind that the plot to control the world depends on concentrating populations into smaller centers, with exhaustive technological measures of government regulation and authority that will require complete and total surveillance of all. This will be based on the ‘climate change’ lie, and world domination depends on a controlled, digital monetary system, that is also being structured by the central banking systems worldwide, and privately run by the ruling class. This is the same deep state that controls all government. Once the centralized bank digital currencies become reality, all freedom will end. The idea and implementation of controlled digital currencies is anathema to all liberty, and is mandatory for state control.

Once again I must mention the “big picture,” as everything going on from ‘virus lies,’ ‘variants,’ staged wars, ‘climate change,’ CBDCs, 15-minute cities, transgender nonsense, fake racism, bioweapon injections, and a myriad of current and future control scenarios, are all meant to accomplish but one thing, and therefore, they are all linked, and all part of the singular agenda of total technocratic control of all people on earth. This is exactly what the ‘great reset,’ the new one world government, and the monetary takeover are all about. Regardless of which particular plot is the news item of the day, it is simply all meant to achieve but one end. Do not disregard all of the minor plots, but recognize that the single plot desired is to control you and all on earth, and nothing less.

The case addressed here can be summed up with one statement coming from the World Economic Forum (WEF) weforum.org on March 15, 2022.

“As climate change and global conflict cause shocks and stresses at faster intervals and increased severity, the 15-minute city will become even more critical.”

This single statement connects the entire fake ‘climate change’, and Ukraine (all war) scenarios and agendas as reasoning to lockdown the world. Make no mistake, this is the plan that is and has been in high gear for decades, but especially so since the bogus ‘covid’ lockdown terror levied at the hands of the state in 2020.

Without mass resistance to this totalitarian push, be prepared for more and more restrictions on every aspect of life; including movement, travel, thought, communication, health decisions,’ medical care,’ money and spending, carbon tracking, total and complete surveillance, social credit systems, and renewed climate lockdowns.

Considering the U.S. government and American citizens, remember that this government and all its controlling rule system is nothing more than an organized crime syndicate; an operation based on the mass cooperation and acceptance of a nearly universal, compliant, and submissive population, intent only on getting by and being able to survive with their smart phones, TVs, games, bread and circuses, and dependence on rule. This general attitude will be the death knell of this society, but it does not have to remain as such given the huge numbers of us, and the few who claim ownership of the bulk of the pathetic inhabitants that make up the vast majority in this country.

Remember that the term ‘climate change’ is the basis of all future plans to take total control over everything, and that is and will be the weapon of fear used to round up the masses. Every time you hear the word “sustainable” and accept it as legitimate, every time the state claims to be protecting the earth to ‘save it,’ every time ‘sustainable development’ is the term used to create and enforce government policy, you have lost all, while the state has gained more power and control over you. The final agenda of fear called ‘climate change,’ is the hammer, while each of you are only a nail, but acting as one, you can hold everything together.

As I stated in an article earlier this year:

Smart Cities and 15-minute cities: We must stop allowing these criminals to slowly walk us into techno-tyranny

You’ve most likely heard of the terms “Smart City” and “15-minute city” but how many know exactly what they are?

In the following article, the author of ‘How to Opt-Out of the Technocratic State Derrick Bronze answers the questions: What exactly is a “Smart City” and how does it relate to a “15-minute city”? And what does any of this have to do with individual liberty and freedom of movement?

And, finally, what do we plan to do about it?

Understanding Smart Cities, 15-Minute Cities, and How We Win

You’ve likely heard the terms “Smart City” or, its more recent cousin, “15-minute city,” but do you truly understand what these concepts call for? Do you know which organisations are responsible for promoting the ideas? More importantly, are you prepared to survive and thrive in the face of these liberty-crushing plans?

To prepare for any potential future emergency, we must better understand what we are facing. Let’s start by understanding what is meant when we speak of “Smart Cities.”

The term typically describes an urban area which is outfitted with 5G towers (and soon, 6G) which allow the speed and bandwidth needed for autonomous vehicles, robot assistants, and sensors in the street to moderate street lights and issue environmental warning alerts. All of this would be powered by Artificial Intelligence (“AI”). Collectively, the sensors, devices, and infrastructure are known as the so-called “Internet of Things” (“IoT”).

To put it simply, the IoT is the network of digital devices, vehicles, appliances and other physical objects embedded with sensors that allow them to collect and share data. This real-time data collection is central to smart city initiatives which claim to be stepping stones towards a digital utopia. Devices connected to the IoT range from smartphones to smart appliances to smart homes or buildings with smart thermostats. Even wearables like smartwatches, earbuds, and fitness-tracking devices form part of the IoT. A simple rule of thumb is that if your device is claimed to be “smart,” or has Wi-Fi or Bluetooth capabilities it can be connected to the IoT.

National Geographic describes a smart city as “a city in which a suite of sensors (typically hundreds or thousands) is deployed to collect electronic data from and about people and infrastructure so as to improve efficiency and quality of life.” NatGeo notes that residents and city workers may need to use apps to access city services, receive and issue reports of outages, accidents, and crimes, pay taxes, fees, etc. They also emphasise the potential use cases for reducing energy usage and making a city more “sustainable.”

Overall, smart cities are being sold to the public as a futuristic cityscape with features like streetlights that automatically turn off when no one is around, or  AI algorithms which optimise trash collection routes. We are also being told that by combining AI with sensors and cameras everywhere, we will have autonomous, or driverless, vehicles which will lower traffic congestion.

Unfortunately, the vision for a smart city is actually another step towards losing our liberties and privacy.

In April 2018, the American Civil Liberties Union released a guide detailing important questions that should be asked by city officials seeking to join the smart city movement. The guide, ‘How to Prevent Smart Cities from Turning to Surveillance Cities’, was written by Matt Cagle, an attorney with the American Civil Liberties Union of Northern California. In January 2019, I asked Mr. Cagle to comment on the growth of smart cities and the technology behind them. Here’s what he told me:

When we talk about smart city technology, or the Internet of Things, in the government context, what we’re really talking about is electronics that are maybe small and cheap that can be placed around the city and that essentially can be designed to collect information, whether it’s visual information or audio information or information about say whether a parking space is occupied. But before any smart city technology is acquired or deployed, it’s really important that a city working with its community determine whether that technology is actually smart for the city to do.

Smart city technology can be a wolf in sheep’s clothing. It can be another way for the government to amass information that it may not have wanted to collect for law enforcement purposes but that might be vulnerable to that sort of use later or that they may not have wanted to collect for immigration purposes but that could potentially be vulnerable to that later. And again, this technology is often going to be collected by companies that have developed it. So, it’s really important for the city and the community to be on the same page about who’s going to own this data as we go forward with this project, who’s going to be able to sell this data, and at the end of the day are communities in control of these technologies.

Not only are smart cities a privacy nightmare but, if the city planners have their way, you may soon find yourself unable to drive without paying fees, or penalised for jaywalking thanks to ubiquitous facial recognition cameras.

What is a 15-Minute City?

This brings us to the concept of 15-minute cities. First discussed by a city planner named Carlos Moreno at the United Nations Climate Change Conference in 2015, 15-minute cities is essentially the idea that all the resources within a community should be within a 15-minute walk.

As is typical with most ideas promoted by the UN – it doesn’t sound all that horrible in isolation. I mean, who doesn’t want to be able to walk to get their groceries or to the local community centre for a cookout? In fact, some of you may already be living in areas with everything within 15 minutes of your home. Then what’s the problem, you might ask?

Well, when you look beyond the buzzwords you begin to see that, much like smart cities, 15-minute cities have the potential to be used as a way to limit freedom of movement, freedom of speech and privacy. Many people have also come to fear that concepts like smart cities and 15-minute cities are really about socially engineering people to stop driving their own private vehicles – all in the name of the climate, of course. Look no further than a brand new book by Carlos Moreno, which claims to offer “techniques to change the habits of automobile-dependent city residents”. It doesn’t get much clearer than that.

Moreno has been successful in pushing his idea into the mainstream, with Paris, France first adopting the idea in 2020. But it wasn’t until late 2022 and early 2023 that resistance to 15-minute cities became a public issue. In February 2023,  an estimated 2,000 demonstrators gathered in central Oxford, England for a protest against the creation of what is known as a low-traffic neighbourhood, or LTN.

To implement the LTN, Oxford officials voted to introduce six “traffic filters” which are intended to limit the use of cars in residential areas of the city during certain hours. Automatic License Plate Reader (“ALPR”) cameras will scan license plates to fine drivers from outside the county of Oxfordshire who enter these areas during high-traffic times.

Of course, the media has done their best to label the opponents of 15-minute cities as “far right” conspiracy theorists. However, due to the pushback from residents and international attention, the Oxford council recently voted to remove mentions of “15-minute cities” from their city planning documents. While the council voted to remove the phrase from their documents, they made it clear that they still plan to continue their vision of a walkable city with limits on private vehicles. Louise Upton, the cabinet member for planning at Oxford City Council told The Times that removing the phrase would make “no noticeable difference to our planning decisions.”

Oxford is not the only city taking steps to implement driving restrictions or using digital technology to catalogue the behaviour of citizens. Officials of a Canadian municipality recently voted to require tourists to pay $30 Canadian dollars to get a quick-response code (“QR code”) to enter or leave the archipelago known as Îles-de-la-Madeleine. The 12,000 plus residents will be required to show their driver’s licence to enter or leave.

In 2022, Venice, Italy implemented a similar policy with the announcement that they will charge a fee to tourists who visit the historic canals for a single day. The measure is said to be a response to the notorious tourism which overwhelms the region. While the fee is only about US$6 and only applies on the 29 busiest days of the year, people are required to register and, once again, obtain a QR code via a smartphone. This strikes me as yet another way to corral people into the digital prison being built around humanity.

The World Economic Forum and the United Nations

It should come as a surprise to absolutely no one that the WEF and the UN are two of the bigger proponents of the 15-minute city and Smart City projects. In October 2019, the WEF and the G20 nations launched the G20 Global Smart Cities Alliance on Technology Governance.

The Smart Cities Alliance website states that the alliance “establishes and advances global policy standards to help accelerate best practices, mitigate potential risks, and foster greater openness and public trust.” The alliance claims to represent more than 200,000 cities and local governments, as well as companies, startups, research institutions and civil society communities.

The WEF also reminds us that the push towards smart-15-minute cities is meant to accomplish the United Nation’s Sustainable Development Goal 11, which is focused on making cities and human settlements “inclusive, safe, resilient and sustainable”. In the interest of this goal – and the rest of the UN SDGs – cities are working to implement a range of so-called smart technologies. It is these technologies and concepts which will be used to corral humanity into tightly controlled, tracked and traced urban environments.

What is the Solution?

While these technocrats meet night and day to plan out their near-future dystopia for humanity, we need to ask ourselves what we are doing to plan out our future. If humanity is to chart our own course, we must stop allowing these criminals to slow walk us into techno-tyranny.

One thing everyone can do is to ask yourself what you would do if your city or town started requiring a QR code or a digital ID to access the grocery store? Or maybe the local hospital? Maybe, as we saw during the covid-19 crisis, your place of business might require a digital ID to get paid and your bank might require it to cash the check.

If your place of employment or city implemented vaccine mandates or PCR test requirements, it’s likely they might install similar measures in the near future. Coming up with a plan of how you will navigate these tough situations is an absolute must. Talk with your family, your friends, your neighbours, your church, etc. Imagine these scenarios and ask each other how you might be able to support each other in these situations.

Another important component of thriving in the face of rising tyranny is community. Again, this can be your immediate family, your activist circle, your neighbours, co-workers or church members. The point is that we all need a support network to make it through these times. We need to have networks to trade food, services, seeds, skills and other goods which don’t require injections, QR codes, digital IDs or other invasive measures.

If you find yourself lacking in the community department, I highly encourage you to use the Freedom Cell Network website to search the maps to find people and groups in your area. In-person meet-ups are always going to be superior to digital connections. In fact, I encourage you to attend the upcoming ‘Exit and Build Land Summit 4′ to meet like-minded freedom lovers who are having this very conversation.

The summit takes place next week 16-20 May in Bastrop, Texas (outside of Austin) and is organised by John Bush, the co-founder of The Freedom Cell Network and the founder of Live Free Academy. John and his wife Rebecca are bringing together homesteaders, perma culturists, regenerative ranchers, voluntaryists, activists, independents, survivalists and entrepreneurs to discuss how we can build communities that can withstand the attacks of the Technocratic State.

Whatever you do, it is imperative to spread this information as far and wide as possible and start planning for the future. Your children, their children and their children are depending on us to stand up and take decisive action. They are counting on us to leave a better, freer world behind for them.

It’s time we stand together. It’s time to Exit and Build.
